ADDENDUM TO INVITATION TO TENDER

 

We refer to our adverts in the Federal Tenders Journal page 27, Daily Trust Newspaper page 45 and The Guardian Newspaper page VIII on Monday 24th July, 2017 and request that you please note the following Corrections and Clarification in the ELIGIBILITY CRITERIA and TENDER DOCUMENT PAYMENT.

  1. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/1/2018 or valid Certificate issued by Bureau of Public Procurement (BPP)

INVITATION TO TENDER

1.0    INTRODUCTION 
In compliance with the Public Procurement Act 2007, the National Power Training Institute of Nigeria (NAPTIN) under the Federal Ministry of Power, Works and Housing, is in the process of executing some projects with funds provided by the Federal Government of Nigeria in the 2017 Capital Appropriation. Consequent upon the forgoing, interested competent and reputable companies with expertise in the relevant fields are hereby invited to submit tender for its General Procurement Notice (GPN) in the following projects:

2.0         LIST OF PROJECTS
LOT 1: Supply and Installation of high quality furnishing items for students hostel at Afam RTC                               
           (30 Rooms en-suite).
LOT 2: Total Landscaping of Afam Regional Training Centre
LOT 3: Furnishing of Conference Room, Waiting Room and Reception Areas at Abuja CHQs.
LOT 4: Supply and Installation of Customized Window Blinds for Classroom & Offices at        Abuja CHQ
LOT 5: Provision and Installation of high quality furniture for the offices at Abuja CHQ
LOT 6: Supply and Installation of high quality office Equipment at NAPTIN CHQ.
LOT 7: Provision and Installation of high quality furnishing items and Library bookshelf at Abuja CHQ.
LOT 8: Provision and Installation of high quality office Appliance for CHQ Abuja
LOT 9: Supply and Installation of high quality Tools for the classroom & offices at Abuja CHQ
LOT10: Provision and Installation of Cladding items for Offices and Reception area at NAPTIN CHQ
LOT11: Reconstruction and upgrade of training ground with 330/132/33/11KV transmission lines at Kainji Regional Training Centre.
LOT12: Construction of 30 (Nos) room en-suite student hostel at Jos Regional Training Centre.
LOT13: Consultancy Services for Design and Installation of Audit command software and database at NAPTIN CHQ
LOT14: Construction and Installation of Solar Powered Energy Infrastructure for Training at NAPTIN CHQ
LOT15: Provision and Installation of Computer Hardware, Software, Engineering News gathering Camera and IT Equipment for Abuja CHQ
LOT16: Provision of General Library, Engineering and Law reference books for CHQ and Regional Training Centres

3.0 MINIMUM ELIGIBILITY
Interested companies are required to submit the following documents which will be used as Criteria for Technical Evaluation of all bids:
a)    Evidence of company registration with Corporate Affairs Commission (CAC) - Certificate of Incorporation of the Company.
b)    Certified true copy of memorandum and article of association with CAC forms CAC02 and CAC07 inclusive (where applicable).
c)    Evidence of Current Tax Clearance Certificate (for the last 3 years 2014, 2015 & 2016).
d)    Evidence of VAT Registration or Certificate /TIN.
e)    Pencom Clearance Certificate and Evidence of remittance – (2017).
f)    Copies of Company Audited Account for the last 3 years – (2014, 2015 & 2016).
g)    Certificate of Compliance with Industrial Training Fund (ITF) Regulation and Evidence of payment.
h)    Certificate of Compliance with Nigeria Social Insurance Trust Fund (NSITF) Regulation and Evidence of payment
i)    Provide evidence of financial capability to execute the project including Bank Reference letter/Bank guarantee.
j)    Evidence of Registration with the Bureau of Public Procurement (BPP).
k)    Sworn Affidavit from Federal or State High Court disclosing as follows:
i.    That all documents submitted are correct and genuine.
ii.    That the Director(s) has / have never been convicted by any Court of Law.
iii.    That the company and it’s Director(s) is/are not bankrupt.
iv.    Whether or not any of the officers of NAPTIN or BPP is a former or present director of the company


4.0    COLLECTION OF TENDER DOCUMENTS
Any interested company shall collect tender documents from, the office of the General Procurement Unit, Room FF15, 1st Floor, National Power Training Institute of Nigeria (NAPTIN), Corporate Head Office, Plot 21 Cadastral Zone, Idu Industrial Layout, Abuja, upon the payment of non–refundable tender fee of twenty five thousand Naira (N25,000.00) only per lot to National Power Training Institute of Nigeria through Remita after which a receipt is to be raised at the Revenue Office, Account Department, 2nd Floor, NAPTIN CHQ, Plot 21 Cadastral Zone, Idu Industrial Layout, Abuja, upon presentation of evidence of payment from any of the CBN licensed Commercial Banks. Bidders are then to collect Bidding documents after showing NAPTINs original receipt between the hours of 10:00am and 3:00pm, Mondays to Fridays.

5.0    SUBMISSION OF TENDER DOCUMENTS
Completed Technical and financial Bids shall be submitted in two separate envelopes, sealed and clearly marked “Technical Bid for Lot No. and Financial Bid for Lot No. inserted in a bigger 3rd envelop. The project titles, Lot number and contractor’s name must be clearly written on top of each envelop. Tender shall be submitted to the office of the General Procurement Unit, Room FF15, 1st Floor, National Power Training Institute of Nigeria (NAPTIN), Corporate Head Office, Plot 21 Cadastral Zone, Idu Industrial Layout, Abuja, between the hours of 10:00am and 3:00pm, Mondays to Fridays.

6.0    CLOSING DATE
Submission of tender shall close by 12 noon on Monday, 11th September, 2017.

7.0    BIDS OPENING/VENUE.
The technical bid shall be publicly opened at 12.00 noon Monday, 11th September, 2017 at , NAPTIN Corporate Head Office, 5th Floor, Auditorium, Plot 21 Cadastral Zone, Idu Industrial Layout, Abuja. Tenderers or their representatives, interested members of the public are invited to witness the bids opening.


8.0    IMPORTANT INFORMATION
a)    Only companies whose Technical Bids are successful will be invited to witness the opening of their Financial Bids.
b)    All Bids sent by post / e-mail will be rejected.
c)    Late Submission will not be entertained.
d)    Failure to comply with the instruction(s) and provide any required documents may automatically result in disqualification.
e)    All submissions must be in English language.
f)    This advert shall not be construed to be a commitment on the part of NAPTIN nor shall it entitle the bidding companies to any claim whatsoever and/ or seek indemnity from NAPTIN by virtue of such company’s having responded to the advert
